This is a walker's hill, pure and simple. Families with capable legs will manage it fine; the path is reasonably clear once you're past the initial scramble. Expect maybe 90 minutes up and down if you're not dawdling. It's not a destination that needs hours - you climb, you stand about, you take in the vastness, then you head back down.
The nearest proper base is Bury itself, and from there the proximity to Dearden Wood and Rossendale Holiday Cottages makes this an easy morning outing. Pair it with walks around Holcombe or a wander through the Rossendale valleys and you've got a solid day in the hills. Free, obviously - it's moorland. Best visited when the light's good and the wind isn't trying to shove you off the ridge.
