It's free to visit and you can stay as long as you like, though there's not enough here to justify a whole afternoon unless you're genuinely into spotting waterfowl. Go early on a weekend if you want to avoid other walkers. The real appeal is how close it is to Bury itself - you can combine a lakeside stroll with proper lunch and shopping rather easily.
