Early morning or late afternoon are best if you want peace; weekends bring families out, which it can absorb without feeling rammed.
It's free to wander and there's no set visiting hours that I'm aware of - just turn up. Allow two to three hours for a decent walk. Not a patch on the Downs proper further north, but if you're based near Brighton and want fresh air without the South Downs car park chaos, it's worth knowing about.
