It takes about 45 minutes up from the car park, depending on your pace and how many times you stop to catch your breath. The summit isn't huge, but the 360-degree moorland view makes it worthwhile. On clear days you can pick out landmarks across Dartmoor; on grey ones it's honestly just atmospheric.
Walkers will appreciate this more than families with young children. There's nothing to do at the top except look around and maybe eat a sandwich. A good pair of boots helps - the ground gets boggy in places and the final approach is rocky.
If you're staying at Dartmoor Domes or Langstone Manor, both within five or six miles, Eastern Tor slots nicely into a morning walk before heading back for lunch. It's free, obviously, and you can do it in half a day without breaking a sweat. The real appeal is simplicity - no visitor centre nonsense, no entrance fee, just a walk and a view. Some people find that dull. Those of us who prefer moorland to museums will rate it highly.
