Families with young kids might find it a bit exposed and windswept - the views are worth the visit, but there's not much to do once you're up there beyond standing and looking. The cliffs themselves are unstable, so you stay behind the fencing. That said, the beach below is accessible if you're willing to scramble, and it's proper quiet.
Free to visit and open year-round, though winter gales can make the exposed clifftop edge uncomfortable. If you're staying at St Cyrus Holiday Park just down the road, this is an obvious morning walk. Royal Arch Riverside Park is further inland - this viewpoint works as a coastal complement to that base.
